The East Tennessee Development District Disaster Recovery Framework will serve as a strategic guide for post-disaster recovery efforts in East Tennessee, providing a scalable structure for communities, counties, and non-profits to enhance coordination and streamline processes. It outlines the necessary roles, responsibilities, and actions from communities, municipalities, counties, non-profits, and state and federal agencies to support timely recovery and strengthen regional resilience, incorporating performance metrics, interagency coordination protocols, and community engagement mechanisms while complementing existing local emergency operations and hazard mitigation plans. Designed as both a strategic guide and an operational reference, the framework includes actionable tools examples and checklists for use before, during, and after a disaster, targeting local government officials, state agency partners, non-profit organizations, private sector entities, and academic institutions.

The Cocke County Long-Term Recovery Group
The Cocke County Long Term Recovery Group (Cocke Co LTRG) is at the forefront of the ongoing recovery efforts following the devastating impact of Hurricane Helene on our community. Our mission is clear: to provide comprehensive, long-term support to families and individuals in Cocke County as they rebuild their homes and their lives.
We operate with unwavering dedication, ensuring that 100% of financial donations are directly channeled into survivor needs. Our operational costs are generously covered by the East TN Foundation, allowing contributions to have a direct and profound impact on those most affected.
Our Urgent Needs
To accelerate our vital work and ensure a complete recovery for Cocke County, we are seeking significant support in the following critical areas:
- Financial Contributions for Relief Efforts
Financial support is the bedrock of our ability to respond effectively. Funds are utilized for essential direct needs, including:
- Home rebuilding: Heavy equipment, concrete, and a wide array of building materials.
- Specialized services: Professional construction services (when volunteer skilled labor is unavailable).
- Site preparation: Fill dirt, slate, quarry rock.
- Heavy Equipment: Skidsteers, bobcats, backhoes, dump trucks, other large equipment for site remediation
- Donations of Building Materials
The rebuilding process requires extensive resources. We welcome donations of all aspects of home construction building materials to help families restore safe and secure dwellings.
- Equipment and Tools
To support landscaping and site rehabilitation, we are in urgent need of lawnmowers and other landscaping tools.
- Skilled Volunteer Labor
Our success is built on community collaboration. We are actively seeking skilled construction volunteers to lend their expertise to rebuilding efforts.
- Public Relations and Outreach
To amplify our message and reach more potential supporters and volunteers. We are also looking for assistance from public relations volunteers, including a social media/influencer capable of managing our Facebook, Instagram, and TikTok presence.
- Warehouse Space
For efficient storage and distribution of donated materials, we are looking for warehouse space (approximately 10,000 square feet with a loading dock) for up to 18 months.
- Event Sponsorship for Helene One-Year Anniversary (September 26-27, Cocke County Fairgrounds)
